What are the differences between CQC, 3C and CE?

When handling product compliance, we are frequently asked about CQC, 3C and CE by customers. Many people confuse them. Some assume products with CE marking can be sold directly in mainland China, while others try to use CQC certificates in place of 3C certification. This may result in penalties from market regulators, product removal from shelves and substantial losses.

Core summary: 3C is the mandatory market access certification for mainland China; CQC is a voluntary quality endorsement in China; CE is the market access passport for the EU. These three certifications are not interchangeable, as they differ completely in applicable markets and legal effect.

1.3C (CCC, China Compulsory Certification) CCC stands for China Compulsory Certification.

It is administered by the State Administration for Market Regulation and applies exclusively to the Chinese mainland market.

If a product falls within the Catalogue of Products Subject to Compulsory Certification, such as home appliances, power adapters, wires and cables, toys, lighting products, auto parts, etc., it must obtain a CCC certificate and bear the CCC mark before leaving the factory, being imported, or sold online and offline. Selling without valid certification may lead to seizure of goods and heavy fines.

Standards: Mandatory Chinese GB national standards Procedure: Type test + initial factory audit. The certificate is valid for 5 years, with annual surveillance audits required.

In short: It is the minimum market access requirement for mainland China. Sales are prohibited without it.

Common misunderstanding: A CE certificate cannot replace CCC. If products exported to Europe are resold into mainland China and fall under the CCC catalogue, CCC certification is still mandatory.

2.CQC Certification (Voluntary Certification issued by China Quality Certification Center)

A common source of confusion: CQC is the certification body (China Quality Certification Center). When people refer to "CQC certification" in the industry, they specifically mean its voluntary product mark certification.

CQC is also the issuer of most CCC certificates in China, but CQC voluntary certification is not equivalent to CCC.

It is not required by law. If your product is outside the CCC catalogue, you may apply for CQC certification voluntarily to strengthen quality credibility. It is often preferred by buyers for project bidding, large supply chain procurement, high-end supermarket admission and e-commerce quality labeling.

Standards: National standards, industry standards and international standards are all acceptable. In addition to safety, it can also cover energy efficiency, service life, hazardous substances and other indicators.

Audit: Factory audits are arranged on demand. The procedure is more flexible compared with CCC.

In short: Products can be sold normally without it; obtaining it helps boost product competitiveness.

Important reminder: For products within the CCC catalogue, a CQC certificate cannot replace CCC. Products with only CQC certification remain non-compliant.

3.CE Marking (Conformité Européenne – European Conformity)

CE is not a single fixed certificate. It is a conformity mark. Once a product complies with EU directives and bears the CE mark, it can circulate freely within the 27 EU Member States, Iceland, Norway and Liechtenstein.

For products exported to Europe, the applicable directive is determined by product category. Common directives include LVD Low Voltage Directive, EMC Electromagnetic Compatibility Directive, RED Radio Equipment Directive, MD Machinery Directive, etc.

Standards: EU harmonised EN standards Conformity Modules: Low-risk products may use manufacturer’s self-declaration; high-risk products require testing and certification by an EU Notified Body (NB). Most regular products do not require annual audits or factory inspections.

In short: It is the entry ticket for the European Economic Area, only valid for the EEA.

Common Misconception: CE is not a high-quality certification. It only proves compliance with EU basic safety requirements, and is not an award for superior product quality.

4.Quick Comparison Overview Markets Covered CCC: Mainland China; CQC: Mainland China; CE: EU & European Economic Area

Mandatory Status CCC: Statutorily mandatory; CQC: Voluntary for enterprises; CE: Mandatory for goods sold in Europe

Core Function CCC: Market access permit; CQC: Quality credential, support for bidding & procurement; CE: Customs clearance and sales in EU

Certificate Recognition: These three marks are not automatically interchangeable. One certificate cannot replace the compliance requirement of the others.

5.Practical Guidance for Enterprises|Recommendations by Shanghai Shifu Testing

  • · Products sold domestically and fall within the CCC catalogue → Apply for CCC priority
  • · Products sold domestically but outside the CCC catalogue, for bidding & building customer trust → Consider voluntary CQC certification
  • · Products exported to the EU market → Obtain CE marking against relevant directives
  • · Products for both domestic sales and export to Europe → Separate CCC + CQC (if needed) + CE. Two compliance systems are assessed independently.

Many manufacturers run into compliance pitfalls because they fail to distinguish sales regions and mandatory catalogues, trying to cover both domestic and overseas markets with a single certificate. There are no shortcuts for compliance. Confirm product catalogue and target markets in advance to avoid rework, cargo detention and fines.
